It is strictly forbidden to start operations in oil and gas tank farms or enter restricted spaces without gas detection and operation permits.

It is strictly forbidden to start operations in oil and gas tank farms or enter restricted spaces without gas detection and operation permits.

This article mainly stipulates the management requirements for hot and restricted space operations in oil and gas tank farms. Analyze and detect the combustible gas content around the hot spot in the oil and gas tank area before the hot work, and analyze the combustible, toxic gas and oxygen content in the storage tank before entering the confined space for work. Hot fires and operations in confined spaces have always been accident-prone links. There are a lot of materials stored in the oil and gas tank area. Once an accident occurs, the consequences are often serious. It must be strictly approved and managed to identify possible hazards and harmful factors at the job site and operation process. Formulate and implement corresponding safety measures and the relevant personnel shall sign and confirm in accordance with the authority. During the operation, there must be guardians to conduct on-site monitoring. The specific management procedures shall comply with the requirements of "Special Operation Safety Regulations for Chemical Production Units" (GB30871).

Typical accident case:

On June 2, 2010, an explosion and fire accident occurred in the triple benzene tank area of Petro China Dalian Petrochemical, resulting in 4 deaths. The direct cause of the accident was the subcontractor operator illegal cutting operations on the top of a storage tank in the triple benzene tank area, cutting flames to ignite the leaked toluene and other flammable and explosive gases, and tempering to the inside of the tank, causing the storage tank to explode. On October 27, 2004, an acid water tank explosion accident occurred in Petro China Daqing Petrochemical Company, which caused 7 deaths. The main cause of the accident was that the explosive gas mixture in the tank leaked from the cracked weld seam and encountered open flames or splashed melt from the gas cutting pipeline operation and then caused an explosion.
